HOA Annual Meeting Notice Template: Requirements + Free Template

6 min read  ·  Updated June 2026

The annual meeting is the one meeting where the whole membership is expected to participate, often to elect the board and ratify the budget. Because real decisions happen there, the notice requirements are stricter than for a routine board meeting. Get the notice wrong and the elections or votes taken at the meeting can be challenged. This guide covers the requirements and gives you a template built for the annual meeting specifically.

Not legal advice. Annual meeting notice timing, quorum, election, and proxy rules are set by your governing documents and state law and vary widely. Confirm your specific requirements before sending.

Why the Annual Meeting Notice Is Different

A regular board meeting decides operational matters. The annual meeting is where members exercise their core rights: electing directors and, in many communities, ratifying the budget. Because of that, annual meeting notices usually require longer advance notice, must reach every member, and often must include election and proxy materials and the quorum requirement. See our annual meeting requirements guide for the underlying rules.

Frequently Asked Questions

How much notice is required for an HOA annual meeting?

Annual or member meetings typically require more advance notice than regular board meetings, commonly in the range of 10 to 30 days depending on your state and governing documents. The notice must usually go to every member by the method the documents specify.

What must an HOA annual meeting notice include?

At minimum: the date, time, and location (or video link), the agenda, and any items requiring a member vote such as board elections or budget ratification. Many states require that the notice include election and proxy information and a statement of the quorum requirement.

What is a proxy in an HOA annual meeting?

A proxy is a written authorization allowing one member to cast another member's vote when that member cannot attend. Proxies help associations reach quorum. Whether and how proxies are allowed is set by your governing documents and state law, so include the rules with the notice.
